This theater was operating by 1912. It was located in a large auditorium located behind a three story brick office and retail building. This complex was constructed sometime after 1904, when a house was located here.
Initially known as the Woodard Theatre, which was listed in the 1914-15 AMPD, by 1922 it was operating as the Strand Theatre. It was renamed again in 1930. The theater closed around 1958, and was sold to the Knights of Columbus. The building is now a bank, and the auditorium appears to have been demolished, or heavily modified into additional office space.

This photo of the Columbia accompanied a 9/30/58 story in the Warren (PA) Times-Mirror about the sale of the theater to the Knights of Columbus:

I have rewritten the very poor initial listing, and added a Sanborn view. Although the photo in the clipping is very poor quality, it does not show the building at 219. In addition, the entry to the theater pictured is in the center, whereas the 1912 and 1921 maps both show it on the left. The Times-Mirror was definitely a Warren, PA paper, so it’s a bit confusing. It may be that the building currently at 219 is a fake of an older building (and it is 4 stories, not 3), but it appears to be higher quality than the very weak effort to the east.
