The Koepel was built in 1901 as a 400-cell prison. It is a circular building with a huge Panopticon central dome. It was designed by architect Willem C. Metzelaar. The prison was closed in 2016 and was briefly used as accommodation for illegal refugees. The building has been classified as a National Monument.

It was taken back by the city and renovation began in 2020 to the plans of architectural firm J. van Stigt and converted into a 6-screen arthouse cinema which opened on February 3, 2022. It is a member of the Europa Cinemas Group of arthouse cinemas.
