Built on a site of a former warehouse owned by brewery owner Sekinoichi Shuzo, the Shinsei Theatre opened in July 1949 as a single-screener. After it was sold in 1957, it was renamed the Ichinoseki Kanto Eiga Theater and became a Toei roadshow theater, who would later build the Morioka Toei Theater (operated from 1957 until January 9, 2004) that same year.
Ichinoseki also had several other movie theaters at the time, including the Orion Theater, the Ichinoseki Nikkatsu Theater, and the Ichinoseki Bunka Eiga Theater.
It was renamed the Ichinoseki Cine Plaza in 1990 after both remodeling and twinning. However, the theater did suffer major damage from the Great East Japan Earthquake of 2011. Many managers across Northern Japan were able to rebuild the theater and reopened less than a year later.
The Ichinoseki Cine Plaza has a capacity of 224 seats (with 140 blue seats in Screen 1 and 84 red seats in Screen 2).
