In the small town of Tetbury, to the south-west of Cirencester, Gloucestershire, in 1997, the town council acquired 3.5 acres of former railway land. (Part of the Great Western Railway, Tetbury station had opened in 1889 and closed in 1964.) The Tetbury Rail Lands Regeneration Trust (TRLRT) was duly set up to raise funding and to support the development of the site. Over the next few years, the former marshalling yard became a free long stay car park, the old livestock market was converted into a Millennium Green and three miles of the former track bed became a Town to Country Park.

In due course, the council, in conjunction with board members and friends of TRLRT, came up with an affordable plan to convert the Victorian goods shed into an arts centre. Work commenced in 2017 and the first events were held later that year. The multi-purpose auditorium, with a high vaulted ceiling, has retractable seating. In early-2018 a six metre wide screen and Dolby surround sound were installed, and film shows started in the spring. These are not full-time, being interspersed with other presentations, shows and exhibitions.

The site also includes The Whistlestop Cafe, based in a refurbished Finnish Railway Carriage.
