Building work began in December 1941, and work was allowed to continue despite war-time building restrictions. It was built for Walter B. Urling who operated the LaBelle Theatre. It was opened by 1943 and optimistically named the Victory Theatre. In the 1950’s plans were proposed to expand the theatre but were thwarted due to the advent of television. The Victory Theatre was still open into the late-1960’s. It was sold in 1969 and demolished to make a parking lot for Haddad’s womens' clothing store.
