I don’t know whether the two additional screens were ever constructed (regrettably I didn’t think to ask) but they were not being advertised when I visited in July 2013.
The Regal has indeed reopened, restored to its former glory with a similar auditorium layout to the Rex in Berkhamsted.Two further intimate screens are due to open on the fourth level of the building in the summer of 2012
The Regal is now due to re-open in early 2012, with one large screen (with tables in the stalls like the Rex, Berkhamsted) and two new mini-screens on the roof.
After a number of failed attempts, it now looks hopeful that The Regal will re-open as a single screen cinema in 2010.

The Regal Cinema opened on 10th October 1932 screening George Arlis and Bette Davis in “The Silent Voice”.
It was given a Grade II Listed status in 2002. It closed on 1st May 2003. Since then, various plans for re-use have been proposed (casino, bowling alley, restaurant, residential and even twin cinemas) nothing has happened to-date (August 2005)
