Aside from noise reduction, no post-processing was performed on this image, whereas I would normally have corrected off-red areas, making the assumption that they are artifacts of the camera’s optical system. Also, I would correct colours based on my (perhaps idealised!) recollection, and generally try to enhance the image to make it look as good as possible.
I can confirm that this ceiling section really does look this bad; faded, stained, and with the covering coming away. I assume the red (paint?) revealed where the covering is completely missing is the original from the 1960s, i.e. the original colour/finish prior to the 1989 refurbishment.
Taken in August 2017 prior to total refurbishment of the foyer areas.

the ceiling was painted red in 1989 and then flocking was applied to it. No one does in situ flocking anymore so the ceiling cannot be repaired, the finishes need to be totally replaced
