“Designated the Avalon Theatre, 2469-83 S. Kinnickinnic Ave., as a historic structure. That could protect the closed Bay View movie palace from demolition, but it wouldn’t block owner Craig Ellsworth’s plan to turn the theater into offices.” The saga continues.
