To promote the MGM short “Drunk Driving” the Chillicothe police deliver two wrecked cars to promote safe driving in front of the Ritz which is showing that short in 1940.

Just to avoid confusion, this is likely taken from the Ritz. The fantastic Victorian buildings in the rear are now a parking lot for a huge, ugly bank.
