4. ONLY 10% of promised Village funding ever went to Freonds of the
DuPage Theatre.
5. Vital information about the project was leaked to anti-theatre group.

looking for support. He had NEVER previously visited neighborhoods.
a.Organizer of anti-theatre group, Bob Defino, was given a position
on one of Trustees Committees.
7. Anti-theatre group illegally posted propaganda flyers in mailboxes of
Lombard resident’s to scare them into supporting project.
8. Anti-theatre group “invented” people to be against the project.
9. Village Board voted to reject State and Federal funding for project.
They had originally stated the money would never come, but just a
few weeks before it was released, they suddenly voted, after stating
previously there was no need to do so.
10.Village President had opportunity to veto Trustees vote, but did not.
11.Village voted to demolish ONE DAY after their own committees
publically stated that plan was balanced with NO defecit.
12.It is widely believed the Trustee of the district is posting
on this and other web sites under various pseudonyms.
Now let’s look at another development in Lombard…
1. Village lobbies State to change law to allow Lombard to even
construct project.
2. Lombard creates a PFC (Public Facilities Corp) to retain ownership of
project since it is illegal for Village to do so. This was done
to circumvent the normally required referendum to get approval
to do such a costly, unnecessary project.
a. The group’s names are kept from the public as long as possible
b. None of them have any experience in development and managment
of large scale construction projets.
c. Their meetings are held during the day, resulting in no public
attendance and/or comment. The dates and times often change.
d. The committee is also hand-picked by the Village President.
3. The name of the developer changes several times in the early stages
of the project.
4. Despite it’s extremely high cost, the taxpaying public of Lombard
is not allowed to vote on whether ot not it is wanted.
5. The “not to exceed” amount of the project has increased from 120
to nearly 200 million, with estimates by completion to be closer to
235 million dollars, a 51% INCREASE OVER INITIAL ESTIMATES.
6. No funding has been set aside for infrastructure improvements in
area OUTSIDE the mall.
7. ALL tax dollars from project are to be REBATED to the developer for
repayment of bonds.
a.If there is insufficent dollars in tax revenues to pay back
bonds,monies can be taken from the GENERAL FUND to pay them.
8. A great deal of activities for Lomabrdians comes from hotel/motel
tax revenue. With said dollars going towards debt repayment, many
Village activities, such as Lilac Parade, Taste of Lombard, etc.
may be forced to be CANCELLED.
9. No stipulations have been placed upon builder, developer or PFC to
require a percentage of all labor be from Lombard.
10.There has been an extensive list of variations asked for and approved
by the Village Board.
11.Issues regarding parking have never been resolved by the Village.
12.No plan has been presented to expand the police and fire staff to
handle the increased demands that will be placed upon them due to
increased criminal activity in new area (muggings, prostitution,
robberies, assualts, medical emergencies, etc.)
13.The only feasibility study was conducted by the developer itself. No
independant group was brought in to do so.
14.The Brooking Institute has issued a report detailing the decline
in usage of facilities the size of Lombard’s.
15.Hotel usage MUST be AT LEAST 70% at all times in order for any revenue
to pay back the 161 million in bond debt the Village will be saddled
with for somewhere in the neighborhood of 25-30 years.
16.Lombard itself will now be in direct competition with long-standing
businesses in the area (restaurants, hotels, etc.).
How’s that for Village support folks? Seems like the scales are rather tipped, doesn’t it? Basically, the strategy was two-fold. 1.Keep the theatre in the forefront to move attention away from huge soaring costs on other project. 2. Make sure that theatre project never happens to allow for redevelopment of property for “other” uses…
Here’s some recent successes I found… Notice how a lot of them point to their theatre as a lightning rod for redevelopment…
Renovation Begun at Garden Theatre

WINTER GARDEN, FL â€" Crews began restoration work October 5 on the 1935 Garden Theatre. The movie house, closed since 1963, will become a performing arts facility and part-time movie house for the community.
The interior of this house was set in a Spanish garden, with “Romeo and Juliet†balconies, greenery, lots of Spanish tile and a twinkling star ceiling. It was used as a warehouse for over 60 years. Plans are to match the original style as closely as possible, while extending the stage forward to give sufficient space for live performances. It will seat about 300, and the theatre is scheduled to open in late 2006.
Park Theater Under Renovation

CRANSTON, RI â€" The Park Theater, a vintage movie and vaudeville house in downtown Cranston, RI, is in the first stages of a major renovation and expansion. The end result is expected to produce a 1200 seat theater on the footprint of the original theater. An adjoining two story restaurant, conference center and cyber cafe will replace several other now demolished businesses to complete the block long development.
It is expected that the theater will eventually present as many as 100 concerts and theatrical productions annually. The concerts will include a variety of entertainment offerings of a pop, soft rock, country, oldies, jazz, blues and comedy nature. Theatrical presentations will be primarily multi-day and multi-week musical, comedy and drama-based stage shows with scaled down casts but well known lead performers.
The venue is located directly across the street from Cranston East High School and Cranston City Hall. The developer, who now owns the theater and the block on which it sits, is a private company.
Facility Consulting Associates (FCA), a national arena, theater and amphitheater consulting firm based in the Boston area, has been the feasibility, venue development and promoter search consultant for the since 2002.
A well-known international concert promoter and a Boston-based theatrical producer are expected to be announced as presentors of the venue’s two primary sources of annual programming
Boyd Theatre To Be Restored & Reopened

PHILADELPHIA, PA â€" The following email was sent in by Howard Haas:
“The Boyd Theatre’s Future!
The great news is that the historic Boyd Theatre will be restored & in late 2006 reopened. Clear Channel will invest much money in the Art Deco showplace. Money won’t be asked from Philadelphia or PA taxpayers. As we have said before, the Friends of the Boyd will continue to fundraise for restoration of Art Deco features, and to assist with a film program, public tours, exhibits of the theater’s history, and in other ways.
Why should Friends’ raise funds? Because there is only so much money- in this instance $31 million dollars! that Clear Channel can invest and still make a profit. They are responsible to their shareholders. Since they will seek federal historic tax credits, there are standards they need adhere to, but those standards mean they need retain historic features still at the theater.
Restoration of Fox Tucson Coming Along

TUCSON, AZ â€" The restoration project to bring the 74 year-old Fox in downtown Tucson back to life after years of neglect is progressing slowly but surely, according to the Tucson Citizen.
With the work on the exterior of the theater nearing completion, including the restoration and relighting of the historic marquee, the work is now beginning on the interior of the Fox. The first phase of the restoration of the inside of the building includes the lobby spaces, the balcony level and the basement.
The project began five years ago, and according to Herb Stratford, the executive director of the Fox Theatre Foundation, “People say, ‘What’s taking so long?’ Well, you don’t just show up at the Home Depot and fix up a national historic landmark. There’s an amazing amount of stuff you have to do.â€
Stratford says that once the Fox restoration is complete, it will be an asset to downtown and the Rio Nuevo redevelopment. “I think within six months you’re going to see somes things change downtown, and within five years, you won’t even recognize downtown.â€

And KURT, even though the hospital is four floors, the top of the building is nearly 50 feet high.

9. No stipulations have been placed upon builder, developer or PFC to
require a percentage of all labor be from Lombard.
10.There has been an extensive list of variations asked for and approved
by the Village Board.
11.Issues regarding parking have never been resolved by the Village.
12.No plan has been presented to expand the police and fire staff to
handle the increased demands that will be placed upon them due to
increased criminal activity in new area (muggings, prostitution,
robberies, assualts, medical emergencies, etc.)
13.The only feasibility study was conducted by the developer itself. No
independant group was brought in to do so.
14.The Brooking Institute has issued a report detailing the decline
in usage of facilities the size of Lombard’s.
15.Hotel usage MUST be AT LEAST 70% at all times in order for any revenue
to pay back the 161 million in bond debt the Village will be saddled
with for somewhere in the neighborhood of 25-30 years.
16.Lombard itself will now be in direct competition with long-standing
businesses in the area (restaurants, hotels, etc.).
How’s that for Village support folks? Seems like the scales are rather tipped, doesn’t it? Basically, the strategy was two-fold. 1.Keep the theatre in the forefront to move attention away from huge soaring costs on other project. 2. Make sure that theatre project never happens to allow for redevelopment of property for “other” uses…
Yes, they are historical tax credits, and I (and many, many others) agree about the project…

Renovation Begun at Garden Theatre

WINTER GARDEN, FL â€" Crews began restoration work October 5 on the 1935 Garden Theatre. The movie house, closed since 1963, will become a performing arts facility and part-time movie house for the community.
The interior of this house was set in a Spanish garden, with “Romeo and Juliet†balconies, greenery, lots of Spanish tile and a twinkling star ceiling. It was used as a warehouse for over 60 years. Plans are to match the original style as closely as possible, while extending the stage forward to give sufficient space for live performances. It will seat about 300, and the theatre is scheduled to open in late 2006.
Park Theater Under Renovation

CRANSTON, RI â€" The Park Theater, a vintage movie and vaudeville house in downtown Cranston, RI, is in the first stages of a major renovation and expansion. The end result is expected to produce a 1200 seat theater on the footprint of the original theater. An adjoining two story restaurant, conference center and cyber cafe will replace several other now demolished businesses to complete the block long development.
It is expected that the theater will eventually present as many as 100 concerts and theatrical productions annually. The concerts will include a variety of entertainment offerings of a pop, soft rock, country, oldies, jazz, blues and comedy nature. Theatrical presentations will be primarily multi-day and multi-week musical, comedy and drama-based stage shows with scaled down casts but well known lead performers.
The venue is located directly across the street from Cranston East High School and Cranston City Hall. The developer, who now owns the theater and the block on which it sits, is a private company.
Facility Consulting Associates (FCA), a national arena, theater and amphitheater consulting firm based in the Boston area, has been the feasibility, venue development and promoter search consultant for the since 2002.
A well-known international concert promoter and a Boston-based theatrical producer are expected to be announced as presentors of the venue’s two primary sources of annual programming
Boyd Theatre To Be Restored & Reopened

PHILADELPHIA, PA â€" The following email was sent in by Howard Haas:
“The Boyd Theatre’s Future!
The great news is that the historic Boyd Theatre will be restored & in late 2006 reopened. Clear Channel will invest much money in the Art Deco showplace. Money won’t be asked from Philadelphia or PA taxpayers. As we have said before, the Friends of the Boyd will continue to fundraise for restoration of Art Deco features, and to assist with a film program, public tours, exhibits of the theater’s history, and in other ways.
Why should Friends’ raise funds? Because there is only so much money- in this instance $31 million dollars! that Clear Channel can invest and still make a profit. They are responsible to their shareholders. Since they will seek federal historic tax credits, there are standards they need adhere to, but those standards mean they need retain historic features still at the theater.
Restoration of Fox Tucson Coming Along

TUCSON, AZ â€" The restoration project to bring the 74 year-old Fox in downtown Tucson back to life after years of neglect is progressing slowly but surely, according to the Tucson Citizen.
With the work on the exterior of the theater nearing completion, including the restoration and relighting of the historic marquee, the work is now beginning on the interior of the Fox. The first phase of the restoration of the inside of the building includes the lobby spaces, the balcony level and the basement.
The project began five years ago, and according to Herb Stratford, the executive director of the Fox Theatre Foundation, “People say, ‘What’s taking so long?’ Well, you don’t just show up at the Home Depot and fix up a national historic landmark. There’s an amazing amount of stuff you have to do.â€
Stratford says that once the Fox restoration is complete, it will be an asset to downtown and the Rio Nuevo redevelopment. “I think within six months you’re going to see somes things change downtown, and within five years, you won’t even recognize downtown.â€
WOW!! READ THE LAST PARAGRAPH, AND THINK ABOUT LOMBARD…..
Well apparently the FEDERAL GOVERMENT feels that the DuPage Theatre is very historical, as does the State of Illinois, the Landmarks Preservation Council and a multitude of other people, both in Lombard and out!!!

Your comment was “They talk about historic preservation and then try to change the entire look and feel to this Village by building a ollosal building in the very heart of our historic district. None of it made sense and the theatre will pay the ultimate price for it.” You talk about changing the look and feel of the downtown, yet the building to be restored has been in that downtown from virtually it’s beginning! The hospital building HAS NOT. In addition, the Village eliminated a large chunk of parking to do so…Of course, what a better strategy to tear down the theatre and build a parking garage on it— create a need for parking by eliminating it…
And KURT, even though the hospital is four floors, the top of the building is nearly 50 feet high.

You attack me and ask what I am doing today for the theatre, and I tell you, and that seems to be “ridiculous” to you? Do you have any idea how much money Sara Lee gives to different groups every year? Not to mention I have several inside contacts there directly involved with their charity work…
It’s pretty sad that you and several other Charlotte Street residents are holding the redevelopment of the downtown, something that would benefit ALL the residents of Lombard, HOSTAGE. I think someone ought to post all your real names and aliases so each Lombard resident can thank you for your hard work in turning the downtown into something they can be proud of… A ghost town with a new parking garage…
